About the Peer Review

In Autumn 2023 the National Youth Agency was funded by the DCMS to roll out a national programme to help councils review their youth work provision through a supportive Peer Review process. 

Following a successful pilot early in 2023, the programme will offer between six and twelve Peer Reviews with local authorities from January 2024 through to March 2025.

The purpose of this programme is to provide local authorities access to expert consultancy as part of a model of sector-led improvement. It will establish a process to assess current provision, local area needs and where local authorities will or may need to adapt provision or implement additional provision to meet the needs of all young people in their area.

Peer Reviews will take between two to four days, depending on the size of local provision and breath of service, and will be delivered by a team consisting of Peer Reviewers, NYA staff and young people, where appropriate.

Reviews will be free for local authorities to access, and the length of review will be agreed in discussion with the NYA as part of the assessment process.

We expect to offer up to three reviews FY23/24 and potentially up to nine FY24/25, subject to funding. Successful local authorities will be expected to work with the NYA to coordinate the Review, ensure key stakeholders are available and attend a feedback session with the NYA evaluation team.

We anticipate supporting a wide range of local authorities and the final selection will be a group that seeks to have a broad representation under the following areas:

  • Coastal, urban, and/or rural areas,
  • Has existing youth provision, through a mixture of in-house and outsourced delivery models

In the event that the programme is oversubscribed, we will prioritise those local authorities with little to no statutorily coordinated youth offer.

The application process will run through to mid-November

As part of this work, working with the Local Government Association the NYA will build national networks that will provide opportunities to share learning and promote best practice. We will create a Lead Member network and an Officer network, both of whom will be chaired by the NYA and meet on a regular basis from Spring 2024.
