Summary
Luton Borough Council is a unitary authority providing services to around 50,000 young people. Luton has begun a process of mapping and planning for change using Hear By Right.
Luton Borough Council worked through the initial stages of implementing Hear By Right through a process facilitated by the National Youth Agency. By bringing together managers, stakeholders and young people for one day, the process created an emerging map of participation within the organisation from the collective knowledge of all the participants.
