Election 2010 – Overview of the key issues shaping the lives of young people
The NYA has produced an overview of the key issues which will impact on the lives of young people, as set out in each party’s manifesto.
Labour Party
Education, Training and Employment:
- extension of Future Jobs Fund
- guarantee of education, training or employment until 18
- expansion of paid internship
- overhaul of careers advice
Positive Activities:
- provision of Friday and Saturday night activities
- provision of 5 hours of sport activities a week
- provision of 5 hours of cultural activities a week
- introduction of National Youth Community Service
- investment in national network of sports coaches in the most deprived areas
Crime and safety:
- greater emphasis on Youth Conditional Cautions and joint working with and for young offenders
- expansion of ‘street teams’
- promotion of internet safety based on the findings from Byron’s Report
- introduction of Social Impact Bonds to encourage private sector investment in crime prevention
- expansion of Family Nurse Partnerships
- extension of Family Intervention Projects
Citizenship and society:
- improvement of citizenship education
- free vote on reducing the voting age to 16
- help for homeless 16 -17 year olds
- commitment to ending homelessness by 2012

Conservative Party
Education, training and employment:
- creation of a single Work Programme for everyone who is out of work
- offer of targeted, personalised help after 6 months’ unemployment for those under 25
- expansion of Apprenticeships and ‘work pairing’ schemes
- creation of a new all-age careers service
Positive Activities:
- introduction of National Citizen Service for 16-year-olds
- local communities empowered to take over local amenities that are under threat
Crime and safety:
- introduction of ‘grounding orders’ providing instant sanctions for anti-social behaviour
- automatic prison sentences for knife crime and mobile knife scanners on streets and public transport
- teaching of sexual consent included in the school curriculum
- application of ‘payment by results’ reforms to youth justice system
Citizenship and society:
- scrapping of ID cards, the National Identity Register and the Contactpoint database
- a series of measures to help reverse the ‘commercialisation of childhood’

Liberal Democrats
Education, Training and Employment:
- scrapping the Raising of the Participation Age
- creation of paid work placement schemes
- inclusion of bullying prevention in teacher training
- reform of the current university bursary scheme
- scrapping 50% target for young people attending university
- harmonisation of minimum wage for all workers over 16, except those in Apprenticeships
Positive Activities:
- strengthening Youth Service by making it statutory and provision of youth services in partnership with young people and the voluntary sector
- closing of loopholes that allow playing fields to be sold or built upon
- supporting more positive activities for young people
Crime and safety:
- ending of detention of children for immigration purposes
- enhancement of child protection;
- regulating airbrushing adverts
- removal of innocent children from the DNA database
Citizenship and society:
- introduction of the right to vote for 16 and 17 year olds
- scrapping the ContactPoint database
