New 'stepping-stone' learning to help thousands of pupils

The investment is development money to help every local authority in England deliver Foundation Learning from September 2010 following pilot schemes in 22 areas. Foundation learning provides personalised help to 14 and 15-year-olds to help them to get to Level 2 (GCSEs, Apprenticeships and Diplomas).
