Vulnerable young people trapped in justice system

The report found a marked difference between how youth offending teams (YOTs) deal with children with learning and mental health difficulties. Despite some good practice, the lack of routine assessment of young people's needs had produced an 'ad-hoc' approach that exacerbated problems for many offenders and produced a 'postcode lottery' for imprisonment.
