Restorative justice crucial to making a fresh start in tackling youth crime, says Commission

The Commission says it would deliver better justice to victims and avoid the automatic sending of young offenders to court. It also recommends there should be a statutory threshold on imprisonment, with the aim of halving the number of young people serving sentences.
