Lib Dems: Raise Age of Criminalisation to 14

The Liberal Democrats are to risk a fresh split in the Coalition by demanding that children aged under 14 should not be prosecuted.
The party is expected to back proposals to raise the age of criminal responsibility from 10 next month.
But the Tories are against any change fearing it will add to claims they are going soft on crime.
