Gang life is replacing family life, says woman police chief

A leading chief constable has claimed that a gang culture based on violence and drugs has become a way of life in deprived parts of many larger English cities and cannot be tackled by policing alone.

She argues that solutions need to focus on the complex social and economic causes that underpin criminal.
