The Qualification and Credit Framework – Developing the Foundation Learning Tier
The Government’s reform of curriculum and qualifications has led to the new Qualification and Credit Framework (QCF) which aims to provide a simple and rational structure for recognising achievement through the award of credits for units and qualifications. A key element of the QCF is the Foundation Learning Tier (FLT). This will provide clear routes, called progression pathways, for young people and adults working below level 2 to achieve combinations of qualifications at entry level and level 1 that will prepare them for Level 2 and beyond.

The Qualification and Curriculum Authority (QCA) and The Learning and Skills Council (LSC) who developed the QCF and the FLT have recognised that currently there are gaps in the FLT, particularly in terms of the non formal learning programmes which develop personal and social development skills (PSD). These are acknowledged as being vital to engaging or reengaging young people and adults into a formal learning structure.
The QCA, therefore, has commissioned The National Youth Agency in partnership with ASDAN to undertake some research and make subsequent recommendations about what non accredited provision in PSD should be brought into the FLT. This is important not only for the benefits it will afford young people and adults but it will also be of benefit to the providers as LSC funding will be available for learning which is within the FLT.
In undertaking this work for the QCA, The NYA, in partnership with ASDAN, will be investigating what provision needs to be incorporated into the Framework and making recommendations to the QCA.
