The NYA Annual Audit of Local Authority Youth Services for the financial year 2006-07

This year we requested completed Audit returns to be sent to Ross Little by Friday 23rd November 2007. The deadline was subsequently extended to 14th December for authorities experiencing difficulties with the timescale.

The individual reports for each local authority will be sent out by mid May. Each report is split into three sections that correspond to the information provided on the data collection form: expenditure, workforce and outcomes. The data should be read in conjunction with the accompanying Audit Analysis Notes, which will soon be available on the new NYA website www.nya.org.uk/audit .

As soon as possible, the national report of audit findings indicating key figures and trends and a spreadsheet of core data for all responding authorities, which includes performance against benchmarks as in the previous year will be posted on the website.

We are aware that the transition to integrated youth support and development services will impact on the shape, process and content of the Audit and that the process of change has to be consistent with the developments set out in Aiming High for young people: a ten year strategy for positive activities. We expect to continue to provide a national picture of the offer to young people through the local authority in this context. This process is likely to require continued direct collection of some specific data.

Audit results 2005-06

The data collected by the audit and the resulting indicators are used by the DfES and Ofsted as well as The NYA to inform policy planning.

The main findings from the 2005-06 audit are:

  • The financial year 2005-06 shows total spending of £345m on youth services by local authorities from their Education Formula Spending (EFS) as allocated by central government.
  • On average local authorities spent £80 per head on their 13-19 youth population.
  • Spending in addition to the local authority EFS amounted to £107.5m, accounting for 24% of total spending. When included it brings average spending on the 13-19 youth population to £100.
  • Some £29m was given in grant aid and contract arrangements to the voluntary sector, amounting to an average of just under 6% of local authority spending.
  • On average local authorities contacted 27.5% of their 13-19 youth population. The average participation rate was 16% according to the definitions in Credit Where It's Due.
  • Nationally the local authority youth service employed 4,225 professionally qualified staff accounting for 3,630 FTE; 17,000 youth support posts accounting for 3,900 FTE; around 880 in management posts (845 FTE) and an FTE of 1,570 in administration.
