Initial Consultation to Gauge Sector's Response to the Idea of an Institute for Youth Work
Catalyst
The National Youth Agency (NYA) is a partner of the Catalyst consortium, a NCVYS coordinated partnership. Catalyst is a consortium of four organisations working with the Department for Education (DfE) as the strategic partner for young people, as part of the Department’s wider transition programme for the sector. Catalyst are working to deliver three key objectives over a two year period. We are strengthening the youth sector market, equipping the sector to work in partnership with Government and coordinating a skills development strategy for the youth sector’s workforce. Other partners include Social Enterprise UK, and the Young Foundation.
An Institute for Youth Work
The NYA has a strong strategic engagement across the work programme, with a lead role in taking forward the Workforce strand. As part of this work the NYA is exploring the potential for and role of an Institute for Youth Work as an independent body owned by its membership, giving voice to the sector and securing engagement across the whole sector.
NEW consultation – May – July 2012
This consultation aims to find out what those who work in the youth work sector think about the proposal to set up an Institute for Youth Work (IYW).
A consultation held in November 2011 found that there was strong support for taking forward the ideas for an IYW to promote youth work and secure standards for ethical, effective practice in youth work. There was support for this from across the whole youth work sector, including voluntary organisations, local authorities, and individuals.
However there were many different views on the form that an IYW should take, and what services it should offer. We have used the feedback received so far to draw up a proposal, and we would like to ask your views on the proposal as it stands at the moment.
It is important to stress that this is a truly open process. We aim to find out if there is real support for an IYW, whether or not youth workers and youth work organisations would join it in the form proposed, or whether there are ways in which the proposal could be amended to better meet the requirements of the sector. If this consultation reveals insufficient support within the sector to make it viable, the project will not be taken forward.

Initial Consultation to Gauge Sector’s Response to the Idea of an Institute for Youth Work
An initial consultation ran from 26th September and 30th November 2011 to establish the level of support the sector has for an Institute for Youth Work.
A total of 231 responses were received from individuals, groups and organisations. Read the Summary of Findings and the Executive summary options paper for further information.
Gap analysis
In March the NYA undertook mapping of the interdependencies between the proposed new body and existing stakeholder bodies and structures, in order to establish whether there is a real gap in current service provision, and what impact setting up an Institute would have on existing organisations.

Next Steps
As we enter the next exploratory stages of this piece of work views are invited from across the sector. It is essential that views from across the breadth of the youth work field are secured to ensure thorough and detailed consideration on its development.
Consultation is taking place until July 2012, though an online consultation and a series of events. Work is also ongoing to develop a business plan for the Institute, and to develop its governance arrangements, if consultation response proves positive. The potential launch date is Autumn 2012.
